If President Biden is serious about addressing the root causes driving so many people to cross the U.S.-Mexico border, he should change his administration’s upside-down approach to sanctions in Latin America.

On the one hand, the State Department has dragged its feet on imposing financial sanctions on the corrupt officials and businesspeople responsible for crushing democracy in Guatemala. On the other hand, it’s kept in place punishing Trump-era economic sanctions on the whole country of Venezuela.
