ICE spokeswoman Justin Whelan said in a statement that Rodriguez was arrested because for the second time because she had not purchased a ticket to leave the country in accordance with the final transfer order. ICE said Rodriguez received a transfer order in 2006 and was asked to make regular visits to ICE since 2009.
