For a state with so-called sanctuary laws meant to shield unauthorized immigrants, some people were left scratching their heads Thursday when California Gov. Jerry Brown vetoed a bill meant to bar immigration arrests inside courthouses.

The bill, Senate Bill 349, was meant to bar federal immigration agents from making civil arrests of people conducting legal business inside California courthouses — a trend that has alarmed judges and attorneys in the state and elsewhere since last year.
