Imagine the following: Federal government agents come into our hometown in search of someone with a criminal record who also happens to be an undocumented immigrant.
The feds do not contact the local government or local law enforcement, and claim they no longer have to. In their search for the suspect, they enter his workplace. The workplace is a local, beloved, successful small business. While there, the feds interrogate other workers unconnected with the suspect about their immigration status, asking for their “papers.”
